Minutes of the

BOARD OF ASSESSORS MEETING

Town Hall, Thursday, December 18, 2003

 

CALL TO ORDER:                           Chairperson Jack Kosko called the meeting to order at 9:00 A. M.

MEMBERS PRESENT:                        Mr. Kosko, Ms. Pam Parmakian, Ms. Leslie Parsons,

 

MEMBERS ABSENT:                   Mr. Rick Tourgee, Mr. Greg Muse, Ms. Newman                                                         

OTHERS PRESENT:                 Staff:  Mr. Dana Faris, Principal Assessor; Ms. Laurie

                                                              deSousa,  Assessing Department Clerk

MINUTES:                                          Ms. Parmakian made a motion to accept the minutes,

                                                              dated  December 5, 2003 as written.  Ms. Parsons                                                                        seconded the motion. The vote carried 3-0.

 

PUBLIC STATEMENTS:  There were no public statements.

 

NEW BUSINESS:

Preliminary FY 04 Real Property Tax Abatements:

 

1.      Loren Linda et al 10 Pilgrim Heights Rd.:  The FY 03 value was abated to $594,000.  Preliminary 04 taxes should be based on this amount. Ms.Parsons moved, seconded by Ms. Parmakian. The motion carried by a vote of 3-0.

2.      Monument Valley  Nominee Trust-Miriam Collinson 76 Race Point Rd.: The parcel was combined for FY 04 with 09-2-001-B; preliminary taxes included value of this parcel.  Ms. Parsons moved to abate in full, motion seconded by Ms. Parmakian.   The motion carried by a vote of 3-0.

Preliminary FY 04 Personal Property Tax Abatements:

 

3.      63 Commercial St Realty Trust-Dougal William: The property is under construction and was empty on 1/1/03.  Ms. Parmakian moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 3-0.

4    Todds Repair Service Inc.:  All personal property was sold prior to 1/1/03.  Ms. Parmakian moved to abate in full, motion seconded by Ms. Parsons.  The motion carried by a vote of 3-0

FY 03 Personal Property Abatements:

 

1.      Brown Vernon L  47 Pleasant St.:  The property had been gutted and was in the process of being renovated on 1/1/02.  Ms. Parsons moved to abate in full, motion seconded by Ms. Parmakian.  The motion carried by a vote of 3-0.

2.      Rainbow Trust-Poulos Peter Shank Painter Sails CD #3 The property had been emptied and was under construction on 1/1/02.  Ms. Parsons moved to abate in full, motion seconded by Ms. Parmakian.  The motion was carried by a vote of 3-0.

Pending Exemptions:

 

Clause 22-Veterans:  There is one application to consider for this period.  This applicant has received this exemption in the past and meets the current requirements.  Therefore, Ms. Parsons moved to grant,  seconded by Ms. Parmakian to grant this exemption.  The motion carried by a vote of 3-0.

Clause 41-A Tax Deferral:  There is one application to consider for this period.  The applicant meets the current requirements.  Therefore, Ms. Parsons moved to grant, seconded by Ms. Parmakian.  The motion carried by a vote of 3-0.

Clause 41C-Elderly:  There are four applications to consider for this period, all meet the current requirements.  Therefore, Ms. Parsons moved, seconded by Ms. Parmakian to grant the exemptions.  The motion carried by a vote of 3-0.

 

Motor Vehicle Excise Tax Abatements:  Ms. deSousa reported that there were 15 partial abatements resulting from sale or trade of vehicles, and 1 full abatement as a result of a bill issued in error. Ms. Parsons made a motion to approve, which was seconded by Ms. Parmakian.  The motion carried by a vote of 3-0.

 

Boat Excise Tax Abatements:  Ms. deSousa reported that there were no applications for this period.

 

OTHER/MISCELLANEOUS:

 

`Rediscovery of Commercial Personal Property:            Mr. Faris presented a letter from Real Estate Research Consultants Inc., a full service revaluation firm specializing in personal property discovery, valuation and software. Mr. Faris explained that the DOR is requiring that the town rediscover all personal property prior to receiving certification for FY 2006.  Ms Parmakian moved that the town engage R.E.R.C. for this purpose.  Ms. Parsons seconded this.  The motion carried by a vote of 3-0.

 

Assessing Team and Office News:  There was no assessing team or office news that was not fully covered elsewhere in the minutes.

 

Future Meeting Dates:  No future meeting date has been set.

 

ADJOURNMENT:  There being no further business to come before the Board, it was moved to adjourn at 9:30.
