Minutes of the
BOARD OF ASSESSORS MEETING
Town Hall, Tuesday, April 22, 2003
CALL TO ORDER: The meeting was called to order at 8:35
AM by Chairperson Jack Kosko.
MEMBERS PRESENT: Mr. Kosko, Ms. Pam
Parmakian, Ms. Leslie Parsons, Mr. Rick Tourgee,
MEMBERS ABSENT: Ms. Betty Newman, Mr. Greg Muse

OTHERS PRESENT: Staff: Mr. Dana Faris, Principal Assessor; Mr. John
Warner, Assessing Department Clerk
MINUTES: There were no
minutes to approve at this meeting.
PUBLIC STATEMENTS:
There were no public statements.
CORRESPONDENCE: There was no
correspondence presented at this meeting.
Executive Session:
At 8:40 AM, Ms. Parsons moved, seconded by Mr. Tourgee, to go into executive
session for the purpose of reviewing proposed FY’03 values. The motion carried by a vote of 4-0.
At 9:20 AM, Ms.
Parsons moved, seconded by Ms. Parmakian, to continue the executive session to
Thursday, April 24, 2003 at 8:30 AM. The
motion carried by a vote of 4-0.
At 8:35 AM on Thursday,
April 24, 2003, the executive session continued with the following members
present: Mr. Kosko, Ms. Newman, Mr.
Tourgee, Ms. Parmakian.
At 9:50 AM, Ms.
Parmakian moved, seconded by Ms. Parsons, to continue the executive session to
Friday, April 25, 2003 at 8:30 AM. The motion carried by a vote of 4-0.
During the
executive session, the Board also voted on the following questions relating to the
Tax Rate Classification Hearing to be held by the Board of Selectmen on Monday,
April 28, 2003:
1. Split Tax Rate: Ms. Parmakian moved, seconded by Ms. Parsons,
to recommend that the Board of Selectmen not vote to adopt a separate tax rate
for commercial & residential properties for FY 2003. The motion carried by a vote of 5-0.
2. Residential
Exemption: Ms. Parmakian moved, seconded
by Mr. Tourgee, to recommend that the Board of Selectmen not adopt a
residential exemption for FY 2003. The
motion carried by a vote of 5-0.
3. Small Commercial
Exemption: Ms. Newman moved, seconded by Ms.
Parmakian, to recommend that the Board of Selectmen not adopt a small
commercial exemption for FY 2003. The
motion carried by a vote of 5-0.
At 8:30 AM on
Friday, April 25, 2003, the executive session continued with the following members
present: Ms. Parsons, Mr. Kosko, Ms. Newman, Mr. Tourgee.
At 9:45 AM, Ms.
Parsons moved, seconded by Ms. Newman, to come out of executive session. The motion carried by a vote of 4-0.
Motor Vehicle Excise Tax Abatements: Mr. Warner reported on the following
applications for abatement and recommended that they be granted:
·
Fully abate one bill from 2003 that was issued in error.
·
Partially abate 4 bills from 2003 as a result of sales or trades of
vehicles.
OTHER/MISCELLANEOUS:
Assessing Team and Office News: There was no assessing team or office news
that was not fully covered elsewhere in the minutes.
Future Meeting Dates: There will be a meeting of the Board of
Assessors on Friday, May 09, 2003 at 8:30 AM.
ADJOURNMENT: There being no
further business to come before the Board, Mr. Tourgee moved that the meeting
be adjourned at 10:15 and the meeting was adjourned.
