Minutes of the

BOARD OF ASSESSORS MEETING

Town Hall, Tuesday, March 25, 2003

 

CALL TO ORDER:                          The meeting was called to order at 9:00 AM by Chairperson Jack Kosko.

 

MEMBERS PRESENT:                   Mr. Kosko, Ms. Pam Parmakian, Ms. Betty Newman,

                                                           

MEMBERS ABSENT:                     Ms. Leslie Parsons, Mr. Rick Tourgee, Mr. Greg Muse (alternate)       

 

OTHERS PRESENT:                        Staff:  Mr. Dana Faris, Principal Assessor

 

MINUTES:

Ms. Parmakian moved, seconded by Ms. Newman, to approve the minutes of the February 13, 2003 and March 13, 2003 meetings as written.  The motion carried by a vote of 3-0.

 

PUBLIC STATEMENTS:  There were no public statements.

 

CORRESPONDENCE:  Mr. Faris reported on the following recent correspondence sent or received by the Assessors’ Office:

1.      A letter of impending disqualification from the Department of Revenue to Ms. Parsons outlining the requirement that she take Course 101 in order to qualify as Assessor, and that she complete the Classification Training Workshop in order to meet minimum qualifying standards.

2.      A letter from the Department of Revenue to Ms. Parsons stating that she has completed the Classification Training Program, and is qualified to classify property.

3.      A letter from the Department of Revenue to Mr. Tourgee stating that he has completed the Classification Training Program, and is qualified to classify property.

 

OLD BUSINESS:

 

Special Town Meeting Article 17 (Expanding Eligibility requirements for Clause 41C):  Mr. Faris advised the Board of the Finance Committee’s reservations about the proposed article due to the difficulty in quantifying its financial impact if passed as originally written.  Therefore, Ms. Parmakian moved, seconded by Mr. Kosko, to amend the article to raise only the income guidelines to $20,000 is single and $30,000 if married.  The motion carried by a vote of 3-0.

 

Executive Session: At 9:06 AM, Ms. Parmakian moved, seconded by Ms. Newman, to go into executive session for the purpose of reviewing proposed FY’03 values.  The motion carried by a vote of 3-0.

 

At 9:45 AM, Ms. Parmakian moved seconded by Ms. Newman, to come out of executive session.  The motion carried by a vote of 3-0.

 

OTHER/MISCELLANEOUS:

 

Assessing Team and Office News:  There was no assessing team or office news that was not fully covered elsewhere in the minutes.

 

Future Meeting Dates:  No future meeting was scheduled at this time.

 

ADJOURNMENT:  There being no further business to come before the Board, Ms. Parmakian moved that the meeting be adjourned at 9:45 AM and the meeting was adjourned.
