Minutes of the
BOARD OF ASSESSORS MEETING
Town Hall, Thursday, March 13, 2003
CALL TO ORDER: The meeting was called to order at 9:03
AM by Chairperson Jack Kosko.
MEMBERS PRESENT: Mr. Kosko, Ms. Pam
Parmakian, Ms. Leslie Parsons, Mr. Rick Tourgee, Mr. Greg Muse (alternate)
MEMBERS ABSENT: Ms. Betty Newman (excused)
OTHERS PRESENT: Staff: Mr. Dana Faris, Principal Assessor; Mr. John
Warner, Assessing Department Clerk
MINUTES:
There were no minutes to approve at this meeting.
PUBLIC STATEMENTS:
There were no public statements.
CORRESPONDENCE: Mr. Faris
reported on the following recent correspondence sent or received by the
Assessors’ Office:
1. A letter from
Gerard Perry, Acting Commissioner for the Department of Revenue to Mr. Kosko disqualifying
him as an assessor for failure to take Course 101 within two years of
appointment.
2. A letter from James
Johnson of the Department of Revenue informing the Board that he has not yet
received the FY’03 tax rate recapitulation from the Town of Provincetown.
3. A letter from Mr.
Warner stating the FY’79 valuation of 4 Nickerson St. for the taxpayer.
4. Four invoices for
copies of assessing department data.
Motor Vehicle Excise Tax Abatements: Mr. Warner reported on the following
applications for abatement and recommended that they be granted:

Partially abate 31 bills from 2002/2003 as a result of vehicle sales.
·
Fully abate 29 bills from 2002/2003 as a result of bills issued in
error.
Ms. Parmakian moved,
seconded by Ms. Parsons, to grant these abatements in accordance with staff recommendations. The motion carried by a vote of 5-0.
Uncollectible Taxes: Mr. Faris presented the Board with the following
certified list of unpaid taxes, deemed uncollectible by the Collector under MGL
Ch. 59; § 71, and asked that they be abated in full.
Real Property
Taxes: Ms. Parsons moved, seconded by
Ms. Parmakian to abate six bills from FY’94, ‘95, and ’96 totaling $867.56 in
full, which were deemed uncollectible due to the deaths of the taxpayers. The motion carried by a vote of 5-0.
Motor Vehicle
Excise Tax: Mr. Tourgee moved, seconded by
Ms. Parsons, to abate one bill from ’92 in the amount of $17.50 in full, which
was deemed uncollectible due to the death of the taxpayer. The motion carried by a vote of 5-0.
Executive Session:
At 9:15 AM, Mr. Tourgee moved, seconded by Ms. Parsons, to go into executive
session for the purpose of reviewing proposed FY’03 values. The motion carried by a vote of 5-0.
At 9:40 AM, Mr.
Tourgee moved, seconded by Ms. Parsons, to come out of executive session. The motion carried by a vote of 5-0.
OTHER/MISCELLANEOUS:
Assessing Team and Office News: There was no assessing team or office news
that was not fully covered elsewhere in the minutes.
Future Meeting Dates: There will be a meeting of the Board of
Assessors on Thursday, March 20, 2003 at 8:30 AM.
ADJOURNMENT: There being no
further business to come before the Board, Ms. Parsons moved that the meeting
be adjourned at 9:45 and the meeting was adjourned.
