BOARD OF ASSESSORS MEETING

Town Hall, Friday, April 19, 2002

 

CALL TO ORDER:                          The meeting was called to order at 9:00 AM by Chairperson Jack Kosko.

 

MEMBERS PRESENT:                   Mr. Kosko, Ms. Pam Parmakian, Mr. Steven Roderick, Ms. Leslie Parsons, Mr. Rick Tourgee, Ms. Betty Newman (alternate)

                                                           

MEMBERS ABSENT:                     There were no absent members

 

OTHERS PRESENT:                        Staff:  Mr. Dana Faris, Principal Assessor

 

MINUTES:

Ms. Parmakian moved, seconded by Mr. Tourgee, to approve the minutes of the March 22, 2002 meeting as written.  The motion carried by a vote of 5-0.

 

PUBLIC STATEMENTS:  There were no public statements.

 

CORRESPONDENCE:  Mr. Faris reported on the following recent correspondence sent or received by the Assessors’ Office:

1.      A letter to Mr. Faris from Joseph Chessey, Deputy Commissioner of Revenue responding to his concerns about the logistical difficulties of our board members complying with the requirement to take Course 101.

2.      A letter from Daniel J. Murphy, Chief, Property Tax Bureau, authorizing the Board to assess certain parcels of land to owners unknown.

3.      A memo from Richard Faust, Assistant Assessor, to Greta Holman, Licensing Agent regarding bedroom estimates for FY 2003.

4.      Several invoices for copies of Provincetown assessing department data.

5.      A copy of a letter from the Commonwealth of Massachusetts Appeals Court to Town Counsel regarding Celine D.F. Gandolfo and others vs. Provincetown Zoning Board of Appeals and another indicating judgment vacated, complaint dismissed in the above-referenced case.

6.      A copy of a letter from Mr. Faris to Barbara Dakin of the Department of Revenue, submitting the FY 2002 Tax Rate Recapitulation.

7.      A letter from Mr. Faris to Regina McArdle of the Department of Revenue, submitting revised LA-4 and LA-13 for FY 2002.

NEW BUSINESS

 

Senior Volunteer Exemptions:  Mr. Faris presented three applications for exemption under Clause 5K, Senior Volunteer Service.  Ms. Parmakian moved, seconded by Mr. Tourgee, to grant these exemptions.  The motion carried by a vote of 5-0.

 

Motor Vehicle Excise Tax Abatements:  Mr. Faris reported on the following applications for abatement and recommended that they be granted:

·        8 partial abatement resulting from sales or trades.

·        7 full abatements resulting from bills issued in error.

Ms. Parmakian moved, seconded by Mr. Tourgee, to grant these exemptions in accordance with staff recommendations.  The motion carried by a vote of 5-0.

 

OTHER/MISCELLANEOUS:

 

FY 2003 Recertification:

Mr. Faris reported that, on April 18, 2002, the Department of Revenue had made its initial field visit in conjunction with the FY 03 recertification.  Mr. Faris also distributed copies of the 2001 sales over $10,000, and asked board members to relate any information they might have that would disqualify individual sales from being considered “market sales”.

 

Assessing Team and Office News:  There was no assessing team or office news that was not fully covered elsewhere in the minutes.

 

ADJOURNMENT:  There being no further business to come before the Board, Ms. Parmakian moved that the meeting be adjourned at 9:13 and the meeting was adjourned.
