April 4, 2011 Annual Town Meeting Article 22
authorized the expenditure of the $150,000, for design and project management services in connection with the demolition of the existing highway garage and the construction of a new highway maintenance facility and a new police station to be located at the existing highway garage site.
Kaestle Boos Architect from Foxborough, Massachusetts was awarded a contract to finalize the site assessment for the Highway Garage property and to develop an initial concept plan that can be forwarded to town meeting to progress to the next phase in the project, that of development of the architectural design development and preparation of construction documents for the combined Police Station/Department of Public Works facility. Article 7 of the April 2012 Special Town Meeting requests a sum of $650,000 to complete this next essential step.
The Board of Selectmen has held two public forums with the architect to introduce the project. After each public hearing, the comments received were taken and the project has evolved based on those comments.

In determining the appropriate size of each facility, the architectural firm goes through a programming exercise where it assesses each department’s space needs. The estimated cost of the project is based on average public building costs for similar type structures until such time that an actual bid for construction can be submitted.

In July 2009 an independent agency was hired to do an assessment of our current police building. The adequacy of the current Police Station located at 26 Shank Painter Road was determined that the facility does not meet current accepted standards for a modern law enforcement facility in the following areas:
- Lack of a functioning Sallyport
- Inadequate booking area and evidence storage
- Inadequate holding cells
- Dangerous wiring
- Fire Hazards
In addition, the building is susceptible to water intrusion, flooding, septic backup, etc…

As a result of this initial assessment, in August of 2009, the Board of Selectmen created a Police Station Sitting Committee which resulted in the recommendation for a new police station.
