When is Town Meeting?

By Charter, Provincetown Annual Town Meeting begins on the first Monday in April, unless there is a conflict with a religious holiday.  Traditionally, a Special Town Meeting is also held at the same time as the Annual Town Meeting in April.  The Board of Selectmen may also call for a Special Town Meeting to be held in the Fall if there are matters that need to be addressed and cannot wait until the next Annual Town Meeting in April.

What's the difference between an Annual and a Special Town Meeting?

In short, items found in a Special Town Meeting pertain to issues that require resolution within the existing fiscal year (July 1st through June 30th), whereas Annual Town Meeting articles address issues related to the next fiscal year beginning July 1st.

What is a consent Agenda?

There are usually a few items within each Town Meeting that do not need any discussion or debate either because they are routine procedural decisions or likely to be noncontroversial.  A consent agenda allows Town Meeting voters to approve all these items together without discussion or individual motions, thereby saving time and shortening what could be a long meeting.  Any voter can have an item removed from the consent agenda by simply stating "Hold" when asked by the Town Moderator if there are any objections to the particular article when announcing those articles on the consent agenda.  The article is then taken out of the consent agenda and placed back on the warrant for further discussion and debate.

What if I want to discuss something that is listed under the consent agenda?

Any voter can have an item removed from the consent agenda by simply stating "Hold" when asked by the Town Moderator if there are any objections to the particular article when announcing those articles on the consent agenda.  The article is then taken out of the consent agenda and placed back on the warrant for further discussion and debate.  All that is needed is to rise and say "Hold" at the appropriate time (when the Town Moderator announces the article number and if anyone objects to its placement on the consent agenda).  There is no need to explain why or begin to discuss the article.  By simply stating "Hold" the article is removed from the consent agenda and will be discussed and moved separately at the appropriate time later in the meeting.
