Storefront Update:
VSB Chair Lynne Davies updated the group that the VSB had voted to initiate a
pilot storefront project to replace the “See you in the Spring” signs with
local art work. An e-mail blast would be sent to the Chamber of Commerce, the
PBG, PAAM, FAWC, Castle Hill, and the School Department requesting information,
interest, and design options for decorating storefront windows or boards
promoting the Town’s heritage. The hope and expectation is that the project
would continue and grow in the future. The VSB approved $600 for the purchase
of supplies. The next VSB meeting would discuss decorating town hall and the
immediate are for the holidays as part of dressing up Commercial Street.
Meeting with Planner Chris Pappas:
Introduction of Planner Christina Pappas of Open the Door Access the World, hired under the Adams grant to provide the group with input on best practices in other communities including a review of our structure. Overview of approach and process for grant program including one-on-one individual interviews to be conducted with task force members and others.
Packaging Update:
The mailing for the Celebrate PAAM to
businesses would go out in the next day or so. Critical that there be personal
outreach in the business community to all sectors to encourage participation.
Mailing to go to Michelle Jarusiewicz; calls to Hersch Schwartz with questions.
Lynne Davies is ready to update the VSB website to include info. Discussion
about when and if to have a press conference, subcommittee to discuss.
MCC Adams Grant Application:
Acting Assistant Town Manager distributed overview
of MCC Adams grant application [see attached] that also includes an application
for $25,000 under the Cape & Islands License Plate program as part of the
package. Consensus about proposed project. Discussion about adding the
“toothbrush” activity, which MCC Program Manager Meri Jenkins was very,
intrigued about. The idea is to encourage day-trippers to stay overnight at the
last minute with a location where room availability could be determined and a
gift bag which included a toothbrush, a tee-shirt, and boxer shorts would be
provided, providing a measurable economic development strategy.

MCC Adams grant draft
applications are due October 17, 2005; final applications are due November 21,
2005. Board of Selectmen consideration is October 11, 2005. Grants may be for
up to $100,000, but require 1:1 match [20% of which can be in-kind, the rest
cash]. I am proposing to also submit an application under the Cape &
islands License Plate Program as part of the match. Partnerships must involve
three or more organizations, each of which must make a meaningful commitment to
the project and must include cultural and non-cultural organizations. Through
the Adams Arts Program, the MCC will support community based partnerships that
use cultural assets to stimulate income, create or enhance jobs, develop
entrepreneurial cultural enterprises and encourage additional cultural
activity, cultivate the local or state economy, and attract tourism related to
cultural organizations and activity.
Recommended components for
2005 application:
Streetscape Path to Culture & Virtual Cultural Center: hire a consultant or consultant
team such as a landscape architect and engineer to assist the town with the
design and planning phase for the streetscape path in order to create a master
plan. This would bring it past the conceptual stage up to the implementation
stage and would allow for public and private implementation of portions of the
plan. The overall purpose of the streetscape improvements is to draw and direct
people to what Provincetown has to offer, highlighting historical and cultural
assets, making the connections. Includes new paving of Commercial Street, new
light fixtures, improved services [such as trash and bathrooms], banners,
signs, interactive kiosks. Design will include the concept and infrastructure
for a Virtual Cultural Center which would allow visitors to travel along
the streetscape path and access hot-spots with devices such as a cell-phone
through an interactive wireless network throughout the town. Estimated cost:
$25,000.
Starburst Packaging & Cultural Development Coordinator: Building on PAAM test case, pilot
Starburst Packaging in 2006 with the assistance of a part-time Cultural Development
Coordinator. The Coordinator will further develop the “Starburst” concept --
using a cultural attraction or event at the center with starbursts to eating,
shopping, sleeping, and other activities that wrap around the center. Includes
collaborative year-round programming from the arts and culture organizations.
Good packaging would include clarity of options for the customer, “temptations”
are built in, the “front door” leads to the “side door,” might have one big
draw or multiple draws with overlapping stars. Estimated cost: $60,000 for
staff, marketing, printing, and other expenses.
