Public Hearing: Sewer Connection Regulations
In
connection with implementation of the above rate change, the Provincetown Water
and Sewer Board will hold a public hearing on Wednesday, August 17, 2005 at
3:00 p.m. in the Second Floor Meeting Room, Senior Center, Grace Gouveia
Building, 26 Alden Street, Provincetown MA
02657 for the purpose of amending the Rules and Regulations by deleting
from Section 6 – Future Connections subsection
B.1. and substituting therefor the following new subsection:
Property
identified as Red Property on the final map of the Service Area may connect to
the municipal sewer upon application to the Water and Sewer Board and
assessment by the Water and Sewer Board of the sewer connection surcharge
authorized under Section 4 of Chapter 157 of the Acts of 2000.
Such
properties must connect to the municipal sewer if the Board of Health
determines that the on-site subsurface sewage disposal system cannot comply
with the provisions of 310 CRM 15.000, et seq., and otherwise must
connect to the municipal sewer on or before July 15, 2008, being five years
after the date of commencement of operations.
The Water and
Sewer Board shall assess upon such properties the sewer connection surcharge at
the rate in effect at the time of application for a sewer connection permit,
provided the property owner completes the connection prior to the date an
increase in sewer connection surcharge takes effect or, prior to the issuance
of the sewer connection permit, pays at least 20% of the total surcharge to the
Water and Sewer Board to hold in escrow to apply to the surcharge when it is
assessed and completes the connection within 60 days of the issuance of the
sewer connection permit; otherwise the sewer connection surcharge shall be
assessed at the rate in effect at the time of connection.
Comments thereon may be submitted to the
Office of the Department of Public Works, 26 Alden Street, Provincetown, MA
