Priorities

  1. Identify key public and private development sites

 

v     16 sites initially identified. The consultant provided a matrix for evaluating these sites that looks at site control, size, wetlands, proximity to sewer, zoning district, proximity to fragile resources. The goal is to perform a preliminary evaluation, set priorities for further exploration, identify potential number of units, and identify key challenges to further development. Gary Delius is mapping the proposed sites and will provide something to the Work Group in advance of the October 19th Meeting.

 

  1. Modify regulatory process to streamline development 

 

v     The key regulatory issues that can be worked with are height, density, and water/sewer capacity. Dave Krohn will look into specific initiatives needed to streamline community housing efforts and provide something to the Work Group in advance of the October 19th Meeting.

 

  1. Focus available infrastructure resources to community housing development

 

v     We didn’t get to talk about this.

 

  1. Provide models of the type of housing the town wants to promote

 

v     We didn’t get to talk about this.

 

Other Possible Actions

  1. Actively pursue development of Shank Painter Road and DPW Garage sites

 

v     The Work Group questioned whether to focus on already identified sites that were already clearly in the pipeline.

 

  1. Utilize existing parking lots for housing without reducing parking spaces

 

v     Not necessarily just a matter of air rights. It may be possible to build down or to create a parking ramp and consolidate areas in order to utilize adjoining properties. The back side of Desouta lot is such an example

 

Suggested Topics for October 19th Meeting

 

v     Review evaluation matrix and adjust as needed

v     Begin filling in information on the sites identified

v     Check to see if other sites suggest themselves

v     Discuss Dave’s review of improvements needed in the regulatory process

v     Check to see if the group wants their recommendations to the overall Action Planning group to include some level of acknowledgement or support for the Shank Painter and DPW development sites

v     Beyond this initial evaluation by the work group, how do we envision this task continuing as the Action Plan gets implemented?
